O_O maybe because he’s on the peripheral. He’s not the only thing that’s blurred. The background surrounding him is blurred…it’s just the way our natural eyes and or a man made lens and or the man made photo effect (that mimics the natural eye) works.
In the first pic he’s not blurred but the person on the peripheral is.
